ICBS Meetings, the 2004 Torino Declaration and 2006 Hague Accord creating ANCBS

The first ICBS Conference was held in Torino, Italy, in 2004. It covered the following issues:

  • The situation of cultural heritage in Iraq, Afghanistan, and elsewhere
  • An initiative for the establishment of an Association of National Committees of the Blue Shield, which was ultimately realised at the Hague in 2008.

At the resolution of the conference, the 2004_Torino_Declaration was signed. In this declaration (Article 6), it is stated for the first time the decision to establish and strengthen ICBS as a visible, effective entity.

The second ICBS Conference was held at the Hague in 2006 on the topic Towards Solid Organisation: Infrastructure and Awareness.

The following topics were discussed:

  • The model of the work structure of ICBS
  • Preparation for the establishment of the Association of National Committees of the Blue Shield (ANCBS).

This culminated in the signing of the 2006_Hague_Accord, which governed the creation of the ANCBS.
