Blue Shield Charters, Declarations and Documents

The International Committee of the Blue Shield (ICBS) was founded in 1996. This was followed in 2006 by the creation of the Association of National Committees of the Blue Shield (ANCBS). These organisations wrote a number of Charters and Declarations, illustrating the principles and history of the organisation. Each of these documents was written at one of the Blue Shield's meetings (Read more about our meetings).

• The Radenci Declaration on the Protection of Cultural Heritage in Emergencies and Exceptional Situations
  On the initiative of the International Committee of the Blue Shield (ICBS) with the participation and
  support of UNESCO, a seminar was held in Radenci, Slovenia, from 12 to 16 November 1998. The participants, noting the great loss of cultural heritage in recent years due to armed conflicts and natural disasters and international efforts made to prevent such losses, examined experiences of mitigation and response in different countries and contexts, agreed on a number of principles.
• The Strasbourg Charter
  Blue Shield was original called the International Committee of the Blue Shield (ICBS). The ICBS adopted the Strasbourg Charter in 2000, setting out the ethical principles of the Blue Shield.
• The 2004 Torino Declaration
  On the occasion of the first international meeting of the International and National Committees of the Blue Shield, a number of Resolutions were agreed. In particular, Art. 6 of the document states for the first time the decision to establish and strengthen ICBS as a visible, effective entity.
• The 2004 Piccadilly Bar Declaration
  The document, written and signed by some representatives of the Blue Shield national committees immediately after the Turin Declaration, identifies a number of actions to improve the structure and network of the Blue Shield in the near future.
• The Hague Accord, 2006
  The 2006 Hague Accord established the operation of the Association of National Committees of the Blue Shield (ANCBS).
• The 2011 Seoul Declaration on the Protection of Cultural Heritage in Emergency Situations
  The First International Conference of the International Committee of the Blue Shield (ICBS), held at the National Museum of Korea in Seoul, Republic of Korea, from 8 to 10 December 2011, discussed the paramount importance of protecting cultural heritage in emergency situations, and adopted this declaration.

In 2016, the ICBS and the ANCBS amalgamated to become the Blue Shield, with revised statutes. (You can read more about this on our History page).
